Law existing in society does not only derives and comes from colonial authority until post-independence period, but also derives and comes from custom of society (customary law), or it is based on religion (religion law) well-known as a living law. This circumstance causes law and law system become pluralistic, and eventually will impede the process of law enforcement. The making of law is very close related to law enforcement.Therefore, sociological factors should be full and maximal accomodated in the regulation. Thus, the implementation and law enforcement will be more effective as it agrees with sociological circumstance.
