Abstract

Indonesia as a law State is a law State which is based on Pancasila morality, hoping a prosperity State. Ontologically, by using Pancasila philosophy point of view, radical meanings contained in the term of “prosperity” is “sangkan paraning dumadi”. Pancasila requires prosperous Indoesian people not only in material meaning as a physical and worldly prosperity but also spiritual prosperity in the framework of “patitis ing kamoksan” that is to say perfectness in front of the creator, God The All Mighty. With referece to its ontology, it has been determined in the preamble of the 1945 Constitution, imperatively the law enforcement should be performed in the frame of prosperity. The law enforcement which is based on Pancasila can be mentioned as law enforcement of prosperity. Can law enforcement of prosperity be able to create an ideal of prosperity law State? Deductively and conclusively in the forms of argument and hypothesis it yields inferences, as follow: 1). prosperity law State which its ideal is based on Pancasila values can only be enforced by an ideal of  law enforcement based on Pancasila morality. 2).  If prosperity law State which its ideal is based on Pancasila values, be enforced by an ideal of law enforcement based on Pancasila, so the ideal of prosperity law State can be enforced through law enforcement based on Pancasila morality
